with the same active ingredient be completely different?;<\/h2>\n<p>It is very common to see two serums that both list, for example, hyaluronic acid or niacinamide.<\/p>\n<p>However, this does not mean that they are the same products.<\/p>\n<p>The overall behavior of a formula is influenced by many factors:<\/p>\n<ul>\n<li>the concentration of the ingredients,<\/li>\n<li>their shape,<\/li>\n<li>the solvent system,<\/li>\n<li>humectants,<\/li>\n<li>emollients,<\/li>\n<li>the pH,<\/li>\n<li>the texture,<\/li>\n<li>the maintenance system,<\/li>\n<li>their compatibility with cosmetics<\/strong><\/a>, which include, among other things, the truthfulness of the claims and the need for appropriate documentation.<\/p>\n<p>This is particularly important when we come across a striking claim.<\/p>\n<p>The right question is not just:<\/p>\n<p><strong>\u00abWhat does he promise?\u00bb<\/strong><\/p>\n<p>but:<\/p>\n<p><strong>\u00abHow can this promise be upheld?\u00bb<\/strong><\/p>\n<h2>Does a cosmetic product have to be evaluated for safety?;<\/h2>\n<p>Yes.<\/p>\n<p>Before placing a cosmetic product on the market in the European Union, the Responsible Person must ensure that a safety assessment has been conducted and that a Cosmetic Product Safety Report has been prepared in accordance with the <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2009\/1223\/oj\" target=\"_blank\" rel=\"noopener\"><strong>Regulation (EC) No. 1223\/2009 on Cosmetic Products<\/strong><\/a>.<\/p>\n<p>A Product Information File must also be maintained for each product, which includes, among other things, a description of the product, the Cosmetic Product Safety Report, information on the manufacturing process and compliance with GMP, and, where justified, evidence supporting the claimed effect of the product.<\/p>\n<p>This is the side of a cosmetic product that consumers usually never
